United States Postal Service (USPS) postmark change

In August 2025, the USPS instituted a nationwide change as to when a postmark is affixed to incoming mail. Instead of postmarks being affixed when the item is first touched by the USPS postmarks are now stamped at regional sorting centers.

“That means your postmark could be several days after you put it in your mailbox,” Mott said. “In other words, if you plan to pay your property taxes by mail, don’t wait until right before the deadline to put it in the mail.”

Mott noted that many federal and state laws define timely payment based off the USPS postmark, meaning payments may be considered delinquent if they are mailed too close to the deadline — even if they were, in fact, placed in a mailbox before the deadline.

Bill pay option through your bank information

Financial institutions recommend scheduling at least 20 business days in advance of the due date. Taxpayers should be cautioned about utilizing their personal bank’s online bill payment option as those payments are often done in bulk with many other customers’ payments and the envelopes do not have the postmark affixed to the envelope, so there is a danger those could arrive late and become delinquent as well. USPS may not postmark bulk mail, thus requiring timeliness determination on received date instead of mailed date. This type of payment has become even more problematic in recent years as the time it takes for USPS items to arrive at its destination after mailing has increased.

Online Payments

Online payments are through an internet interface with Catalis Payfac.  Catalis Payfac charges convenience fees to process these payments. These fees are paid directly to Catalis Payfac and Richland County nor the municipality does not receive any portion of this fee.

Only a handful of municipalities accept online payments for the first installment, so please check with your municipality if you want to pay online. This service will be turned off Feb 1st for current real estate payment until after February Settlement.

Delinquent real estate taxes can be paid online at any time through out the year.

Please use a tablet or laptop to process your online real estate tax payment as the platform is not compatible with cellular phones.

You will need to know your parcel numbers and amounts which can be found by clicking the View Tax Parcel Information Link below. Be sure to select correct “Tax Year” below Owner Information.

Convenience Fees

E-Checks = $1.50
E-Checks are electronic checks so you will need your checking account number and routing number, not Debit Card number.

Credit Cards = 2.95% (Minimum of $2.95) on unlimited number of parcels.
Example: If payment is for $500.00 the convenience fee would be $14.75.

Debit Cards =1.5%
Example: If payment is for $500.00 the convenience fee would be $7.50
